To be fully TDS compliant, I'd need at least three or four directories; there's the style file, documentation PDFs, some useful extra Python scripts, original Docstrip source and driver file, and so on. It's easier to just use one directory; I followed what TikZ/PGF does -- see section 7.3 of the PGF manual.
