The notes from the current release are usually added to HISTORY.txt in
the next release, so 3.2.2 will have the update for 3.2.1.
Once 3.2.1 is announced in sage-announce we upload the final version
of the release notes. Something very close to that can be found at
http://trac.sagemath.org/sage_trac/ticket/4646
Since Sage 3.2.1 will be announced in the next couple hours all that
will be sorted out shortly.
