I am not sure what you are driving at there? Which file or do you mean
the [X11] section?

It seemed from Robert's email that when building "EPD" spkgs that
depended on numpy's siteconfig having the X11 section you could just
move the old site.cfg out of the way before you start building, put in
the known good one that gives you the X11 section and after you are
done with the spkg move the old one back into place. For now that
seems to be the solution with the least amount of impact on the
existing build system while it gives you working EPD spkgs.
Thoughts?
