I think the most useful would be a high-level summary of the big  
features/trends that have gone in. Maybe the top dozen things that  
have gone in (which could span multiple tickets). One can easily get  
a list of tickets from, e.g. http://trac.sagemath.org/sage_trac/query? 
milestone=sage-3.2.1 (minus the important author/reviewer  
information) but it's hard to get a feel for "what's new" when  
looking at that list.
