Okay folks, thanks to Robert, this made it into sage-3.2.1 alpha 1. The patch converting RDF/CDF vectors to numpy is ready to be reviewed again, using sage-3.2.1 alpha1. See http://trac.sagemath.org/sage_trac/ticket/4206. To review, just apply, in order, vector-RDF-CDF-numpy.2.patch and vector-rdf-doctest-correction.patch. You might also have to delete the Cython dependency cache in SAGE_ROOT/devel/sage/.cython_deps. Michael mentioned that people weren't lobbying enough to get their patches reviewed, hence this post :).
