Just a quick update about the conversion of the reference manual.

I spent a few hours playing around with some ideas on how to convert
the Sage reference manual to Sphinx.  Note that this includes
converting every Sage docstring from the current semi-LaTeX markup to
ReST.  I was able to make some progress, which makes me feel like this
whole thing is doable :-)

The following creation of the following was almost completely
automated, including the docstring translation.

Two things that I'd like to draw attention to:

I think the plan is to get the Sphinx version of the tutorial,
installation guide, etc into 3.2 and the reference manual into the
next release after that.
