Great, I don't think I had seen those.  Is the "voting" procedure
still accurate?  It says

  # JSAGE vote (majority)
  # A certain number of sage-devel +1 votes (and sage-support votes)
  # Every spkg *must* be available as an optional spkg until at least
5 people download it.

There is no mention of refereeing here, but I'll add that in to this
part of the progamming guide.
