Took a bit longer than expected, but I have posted Saclib2.2.0 and
Qepcad B 1.50.  Both include a file LICENSE that gives their license
explicitly, and it is the same license as OpenBSD, which FSF recognizes
as "open source".  Most of my time was spent on bug-fixes in saclib,
and in trying to make the system dependent parts of saclib easier to
install, and easier for third parties to make ports for.  Right now
saclib2.2.0 installs fine for me on Solaris-on-sparc, and Suse, Red Hat, 
and Ubuntu linux-on-X86 (32-bit).  There is only one distribution for
it, and it tries to configure itself automatically (in a fairly
simple-minded fashion).  The way it is set now, a port to a different
platform is pretty encapsulated, so if you folks or anyone else ports
it, I can easily incorporate the port into the next saclib release.

I've had someone send me a Mac OSX on x86 port, but I need access to
such a machine to try it out and make it part of the saclib distro.  I
have access to solaris-on-x86 boxes, so I may get that port going
eventually.  One known issue with qepcad on some linux distros that I
still haven't addressed is that on some systems that use GNU make as
their "make", there is no program called "gmake" on the system, and
Qepcad uses "gmake" explicitly.  I'll take care of that at some future
date.  Also, I think I know what's in the way of a 64-bit Saclib port,
but don't have the time to fix it right now.  Of course when I have
fixed it, there may be other problems too.  How important is that issue
(compiling on 64-bit machines) in your eyes?
