you can install Conda packages (including Python packages - which makes
buildiing very quick) used by Sage, and build sagelib from source using
them.

But needless to say, you'd still need a rebuild after package updates,
although you can just avoid updating Conda environment, I gather.
This seems to be orthogonal to having stable Sage, though.
