as an experiment, I hardcoded the necessary paths for using Homebrew's Singular here: https://trac.sagemath.org/attachment/ticket/29024/homebrew-singular-experiment.patch (the part for src/sage/libs/singular/singular.pxd is probably not needed, but anyway)
