Hi Robert, I made a sage-2.9.1.rc4.tar which is the same as your sage-2.9.1.rc3.tar but with my updated Python spkg that fixes the _locale issues on some OSX machines. It's at
http://sage.math.washington.edu/home/was/build/sage-2.9.1.rc4.tar I'm doing a test build on a bunch of machines.
