OK. If you look now at http://sagemath.org/packages/optional/ you'll see the package is called fricas-0.3.1.spkg so users install it by doing sage -i fricas-0.3.1 The main plus of this packaging for sage is that it builds from source quickly (in a few minutes) using precompiled clisp files.
