I can't help with SPM, but I can give some advice on some of the MATLAB toolbox equivalents.

The easiest thing to do is use f2py to generate a interface to the spline code from the SLATEC library. The SLATEC spline code is based upon deBoor's work and so is the Spline toolbox. This works as a solution until the spline code can be re-written or expanded.
