I can't help with SPM, but I can give some advice on
some of the MATLAB toolbox equivalents.

I recommend looking at PIL. I don't think it is part of
Sage, but it is python-based so it should work with it.

I may get around to tackling this at some point. I'll
need to finish my own work first though.

Not necessary since SAGE has symbolic capabilities built

I may actually tackle this very soon. The easiest thing to
do is use f2py to generate a interface to the spline code
from the SLATEC library. The SLATEC spline code is based
upon deBoor's work and so is the Spline toolbox. This works
as a solution until the spline code can be re-written or
expanded.
