http://share.sabily.org i dont think there is any need for this as there are sites which supports upto 100GB size file upload for free and downloads with resumable links and even they keep files till 15 days after last download. Ex: http://cramit.in/ Any how tel me does the http://share.sabily.org supports resuming and wat abt maximum download speed?
