The reason is because it is not a static file in the grub-pc package,
it is rather created by grub-pc post-installation script [1]
[1] /var/lib/dpkg/info/grub-pc.postinst
yes that's it. dpkg -S /etc/default/grub returns noresult because dpkg
-S searches files in the package.
at [1] lines 243-247 it's registered as a grub-pc related config file,
thus uninstalling grub-pc package will remove it.
