More specifically, it looks like it might have been fixed in Wine 1.2 final, which isn't yet in Lucid but is in the proposed repository (as well as Wine team PPA)

The reason is that wine removed ICU support from wine, according to this upstream bug report (http://bugs.winehq.org/show_bug.cgi?id=7150): "ICU was removed because it introduced ABI dependencies into Wine that were unreasonable for general consumption (plus it bloated parts of wine by as much as, if not over, 1000%). As such, any patch that is based on ICU is unlikely to go into the main code." Anyways, I applied this patch to wine_1.0.1-0ubuntu6, and I don't see any significant size increase in wine. I don't know though about the ABI issue.
