I think it was the only way to add additional logic onto *v15-compat*, which existed already before. With value the command modifier `wysh' is implied, that is that shell-style argument handling is by default enabled for some more commands. This is incompatible with what is standardized for mailx. But it will be default in v14.10, regardless of the standard.
