so yes and no.  It is of course intentional that you have to URL
percent-encode URLs and it *is* intentional that variable lookup
uses the decoded plain text version as it is supposed to be more
human-friendly to look at plain text.

It is *not* intentional that this broke (again) the code path that
is used when *v15-compat* is not set.
But the patch was also wrong, i've already tested and committed
a better one.
Shit, this is a v14.7.3!?!
