I'm working happily on Netbeans 6.9.1 [1], and the OP didn't ask for a
"free" IDE - just for an IDE.



[1] There are some plugins to puts Rails support back into Netbeans 7,
but they're not quite 100% yet (no debugging, among other features,
IIRC)
