As you mention, Section 11 title is "*_/Advantages/_* ..." and not
"mandatory", "must", "required",..., etc. Section 11 was moved to an
appendix based on comments, not based on a change in the stance of the
draft about the repair path being congruent to post-convergence or not
As for post-convergence being mandatory, it was NEVER mentioned since
version 13 (and even since version -00) of the draft that
post-convergence is a required, mandatory, or must-have.
I do not know where the idea of post-convergence mandate came from !!
The only remaining items was the two DISCUSS items and they were both
addressed in latest version
As an author, IMO the draft is ready for publication

Standards Track or moved to Informational should also be considered.
Please review the latest version of the document and send your
comments to the list before December 14th, especially if you're not in
agreement with this change or you think it should be moved to
Informational.
