[Uma]: Clarified further. We kept here "SHOULD" because this is referring
to simplified approach as defined section 3.1 (which is further extends the
simplified approach specified in Section 6.1 of RFC 5286). But I am bit
conflicted here, perhaps I should use MAY here to be consistent with
Section 3.1. Seek your suggestion here.

I saw the updated text.

The part I’m having a hard time understanding is “SHOULD be given”…what
does that mean?  I think I’m ok with the SHOULD, I just don’t know what the
action (“be given”) is.  What are you specifying?
