We kept here "SHOULD" because this is referring to simplified approach as defined section 3.1 (which is further extends the simplified approach specified in Section 6.1 of RFC 5286). But I am bit conflicted here, perhaps I should use MAY here to be consistent with Section 3.1. Seek your suggestion here. I saw the updated text. The part I’m having a hard time understanding is “SHOULD be given”…what does that mean? I think I’m ok with the SHOULD, I just don’t know what the action (“be given”) is. What are you specifying?
