Assuming phpbb use this password library http://www.openwall.com/phpass/, as suggested in this post http://www.phpbb.com/community/viewtopic.php?f=71&t=585387#p3225746. Then you could probably use that library's perl port available here http://search.cpan.org/~zefram/Authen-Passphrase/lib/Authen/Passphrase/PHPass.pm to authenticate your users. Otherwise I'm guessing you will have to port phpbb's hashing function to perl using the version that came with your phpbb as reference.
