Maybe I forgot to push the tag. I just tried, but github seems to have problems with the authentication system, I cannot login right now (happens to me every few weeks).
Please note that github "releases" are not proper releases. They are just a dump of the repo for that tag. To build rsyslog properly, the release tarballs we create by "make dist" are needed. We upload them onto our servers. That said, I'll retry to push the tag tomorrow.
