Perhaps a better question is why is the following found in the
sles15sp5 src rpm rsyslog.spec file:
%if 0%{?suse_version} >= 1510 || 0%{?fedora} || 0%{?centos_version}
%bcond_without kafka
%endif
Commenting this out, and rsyslog-module-kafka is built. I'll need to
test this to confirm it actually works.
