Looks like the filename / path you configured in your File Monitor does not exist. Please check your configuration and verify that the pathname exist.
And if you are trying to monitor a network share, this won't work as the rsyslog windows agent runs as system service without network permissions. In this case you need to configure the rsyslog windows agent service to run with a user that has sufficient rights in the services panel.
