I'm not completely sure. I found in the Chanchelog file oft he Centos
libdbi-drivers package:

2008-01-01 01:18  mhoenicka

        * drivers/: firebird/dbd_firebird.c, freetds/dbd_freetds.c,
        msql/dbd_msql.c, mysql/dbd_mysql.c, oracle/dbd_oracle.c,
        pgsql/dbd_pgsql.c, sqlite/dbd_sqlite.c, sqlite3/dbd_sqlite3.c:
        added safe_dlclose driver caps

In the Changelog oft he libdbi package there is no appearance of freetds.

What I have tested now:
Compiled libdbi-0.9.0 and libdbi-drivers-0.9.0 with --with-freetds
No changes.
