Interesting, it's unusual for IBM to contribute code under a different license than the upstream project (which I believe was GPLv2+ before the stated desire to shift to ASL)

I suspect that this is a mistake on the contributer's part, but it will take some time to get cleared up.

Subject: [rsyslog] (partial) AIX port

Hi all,

IBM has contributed a patch for 5.8.6 which provides base rsyslog
functionality on AIX. Those of you interested in it may want to have a look
at

http://git.adiscon.com/?p=rsyslog.git;a=shortlog;h=refs/heads/aix-v5.8.6-DEAD-END

Unfortunately, due to licensing restrictions, we cannot merge this version
into the newer rsyslog versions. Details here:

http://git.adiscon.com/?p=rsyslog.git;a=blob;f=README;h=6c425b64de6410a5ff501f90b9662ff903d1cd8a;hb=63cc8b477703a0974a034550a23dc18e4d9aa49f

Besides these restrictions, we have decided to put the version into an
"official" rsyslog branch, so that interested parties can find it. I think
it is a valuable resource, especially for those that have no other fallback.
