I have created basic packages for quantal as far as I could (amd64 only at the
moment).
Add this into your sources.list and try to install rsyslog from there.

        # Adiscon repository
        deb http://ubuntu.adiscon.com/v7-devel quantal/
        deb-src http://ubuntu.adiscon.com/v7-devel quantal/

great, thanks, just tried it, it updated succesfully and my test is still working (very minimal json config sending to a file and a remote host over TCP)

will report if I see anything susppicious,

btw since 13.04 was just released can you add that as well? I am assuming that if we test adiscon repository then Ubuntu maintainers will be more likely to update their versions too (I will file a bug at launchpad and ask for new version, I think json is a pretty good reason to update).

  thanks!

If you're testing, get the experimental one from the rsyslog repository.
See if it works for you: if you have issues, report them and try
with a stable version. I found the PPA from tmortensen very nice, so
that would be my first stop.

looking at http://ubuntu.adiscon.com/v7-devel/ and there is no
quantal release there, it seems that precise and unstable were just
updated though (i.e. they don't seem stale, just the version is old).

     similar for https://launchpad.net/~tmortensen/+archive/rsyslogv7
- only natty and precise packages are there (except of librelp -
1.0.3- 0ubuntu1ppa1q which is available for quantal as well)

     the last one
https://launchpad.net/~gchinis/+archive/rsyslog7/+packages says it's
"rsyslog version 7 for quantal" however when looking at the packages
they are for lucid, precise and natty.

do I just add the repository as deb
http://ubuntu.adiscon.com/v7-devel precise/ and hope it's going to
work for quantal as well? Are packages for quantal (and raring) coming
soon?

I have pbuilder-dist environment setup at my testmachine, I can try to
build packages for quantal. Perhaps I can just run my package scripts
without changes, or only little minor fixes. However I would need you
folks to test the packages then, because I am still on Ubuntu precise.

great, I'll definitely try/test them, thanks!
