The Apple-supplied rsync in 10.4 does "work" but with numerous caveats, and it doesn't handle ACLs correctly either, at the moment.

And I definitely agree: something officially sanctioned, as part of the official release of rsync would be far preferable to me. If Apple would help in that matter, then great. But I certainly don't know if that is or might (be) happening.
