Do you have rsync running as a daemon, or are you using ssh? If rsync is running as a daemon, put this at the top of the rsyncd.conf file: hosts allow = 10.42.20.43/32 If you're using ssh, then it's more difficult, depending on whether ssh connections are to be permitted between all systems or not.
