Well I belive I found the problem. It was a bad network card, after replacing it, and upgrading rsync, my SSHD usage is between 42 and 72%, and rsync is about about 23%, this is the initial download as I need to test thr progess. The download now takes about 35 mins for 11 GB, much better. Thanks for everyones help.
