The rsync-on-cygwin hang problem looks like it will be fixed in the next cygwin release by their fixing a bug in cygwin's signal handling. In the meantime, there is a cygwin-specific version that has a patch that tries to kludge around the problem. Others who actually use the cygwin version will have to fill in the details for you, as I don't know them.
