Actually cygwin already has a compiled version of rsync (I'm the
mantainer of the package).
2.4.6-1 is a plain compile of rsync source (with target in the correct
/urs/bin instead of /usr/local/bin, which cygwin doesn't use normally)
2.4.6-2 also cotains Waye's anti-hang patch, which solves a problem with
"read error" at the end of the transfer.
Just use http://cygtwin.com "install now" and DESELECT any package you
don't want (full cygwin is very big and contains MANY thing you probably
don't need ^_^) as the default is to install everything.
As a sidenote: if you want a minimalist rsync/ssh environment you need
the following packages:
-cygwin openssh rsync zlib
-bash shutils binutils (not really needed, but useful to have a unix
shell)
