Yes. The -c option will perform a complete math checksum of the file
on each end to ensure that it is the same file, rather than just checking
size/time/etc and assuming.

Not a problem that I'm aware of, although someone on this list might know
otherwise. Certainly ownerships/permissions don't have much meaning.
