rsync starting again before completion

Dear [ rsync ],

I have a problem where we are using rsync to sync two directories across a
large distance. Most files are 100MB or larger and I am starting the rsync
every 1 hour. What happens is, we get

fileA
.fileA.pid
..fileA.pid
...fileA.pid

until to filesystem is full?

Is there any way to prevent rsync from trying to sync a file it is currently
transferring?
