users allow deny

Hi, I am brand new to the rsync list.  Thank you for maintaining it.

I know I have read about a file that you can make to allow various users
to use rsync.  Also various hosts.  I've spent the past two hours trying
to find where I read that!

Is the name of the file rsync.allow ?    And if it is, where do I put
this file?

Is there a web page I can read more about this?
