I actually installed rrdtool using yum from the fedora repos, which I think the Package Manager would use as well.

It looks like the installation of rrdtool is incorrect. I'd go back and make sure all the dependencies are fulfilled, as I think Fedora has a tool to check that whenever you do an install using their package manager.
