Ok, I understand the way the steps work now. I didn't realize that the
steps were multiples of the epoch. Are there any plans to change this so
that the steps are actually multiples of the start time?  This problem
makes it difficult to do accurate monthly and yearly storage without
doing smaller increments to average from.
