Could it be that you did not install the -dev packages for lapack and friends? Try installing the r-base-dev package which will pull these in. For what it is worth, I added a package python-rpy2 to Debian to complement the existing python-rpy we had for years. This should also be in the next Ubuntu release. As you have the svn checkout, look at debian/control and make sure you have the packages listed in the Build-Depends line. You do not need at the texlive packages if you don't rebuild the documentation.
