Thanks for rising this point. This is documented in our CommonBugs https://rpmfusion.org/CommonBugs#System-upgrade%20and%20kmod(-nvidia)%20issue As stated in the notice, it's not clear which side is the problem (at least it's not reproducible with dnf update --releaver=36, only during the system-upgrade process).
