We couldn't even dream of automatic migration without preserving the original 
paths.

That said, @mcurlej pointed out last week there's another option for doing the 
automatic migration: leave the original files in place as-is, and symlink from 
~/.config/rpm to them. It's less error-prone and less intrusive. It's also not 
much of a migration, except to guarantee we always have that XDG dir, but then 
*that* was the main motivation behind this to begin with. Only, it no longer 
matters as much.

If the migration is manually invoked with some --migrateconfig switch or such, 
it needs a whole lot less guarding.
