This is implemented in pure C to make it easy to backport. In the long term
this should be moved to C++ data types as the rest of `rpmug_s` already is. I
do have a patch that is already half way there but I am omitting for now until
the backports are completed a we are confident we don't nned any more changes
that may need back porting.
