This is addressed by https://github.com/rpm-software-management/rpm/pull/3672
which allows you to configure arbitrary passwd and group files. This is not
quite the same as it does not read the nss config but requires configuring rpm
yourself. This is kinda intentionally as it avoid the issues with inside vs
outside of the chroot configuration.
