Speaking for the `%cargo_*` macros, I don't think this would be a problem.
Flags only need to be passed to `%cargo_prep` in exceptional circumstances
(like the weird way Rust packages are built in RHEL 😉) , and in those cases,
other modifications to the "standard" way Rust packages are built are needed
too, so declarative buildsystem won't save you either way.
