While disabling only in v6 packages initially seemed like a reasonable thing to
do, this logic doesn't quite work.
We need to continue to support these in existing packages. But to promise
support for building such packages, we'd need to consider any uses in macros
(ie non-package scriptlet uses) too, and for that there would need to be an
enabler of this functionality. And if you can re-enable already disabled
functionality at will, it's no longer disabled functionality.
So this needs to be simplified:
- packages built with < 4.20 silently work
- packages built with 4.20.x continue to get the deprecation warning
- all other uses get an error in 6.x
