This issue came up while looking at #2197: the "obvious" place to do this is
%__isa_endian.
That should really be a part of the %{_isa} macro output but doing so would
break half the world so we can't "just do it". Maybe there needs to be another
family of macros that are prepared to deal with the larger matters, or maybe we
could do this only for v6 packages. Those could need compatibility provides
though.
