Your different variant drops the `?` character:
```
$ rpm -D "name string-io" -D "string_io_prerelease .dev" --eval '%?%{gsub 
%{name} - _}'
%string_io
```

Please do not rely on rpm to not expand a unknown macro name, but instead use 
`%%`.
