To summarize from bugzilla:
The actual issue here is not really a gdb regression, it's the fact that >= 15
creates a gdb_index with a version of 9 which is something dwz doesn't handle.
So AIUI this only happens if dwz is enabled. The corresponding upstream dwz bug
is here:

There's nothing for us to do here except to remove the CI workaround once this
is fixed in Fedora dwz package.
