The only documentation about the signature checking policies rpm implements is
in the main macros file, and perhaps scattered snippets in release notes. Few
people even know rpm has all these controls.
Document the various configurables and the policies they implement:
- %_pkgverify_level
- %_pkgverify_flags
- %_vsflags_*
