In some ways yeah, but the padding is an annoying wrinkle that requires
separate functions/special cases to read what is supposed to be just two
headers in a row. So a self-padding signature header (whatever the exact means)
would be a nice simplification for the reader.
Whether dribbles or not etc, I totally agree there needs to be exactly one
accepted way.
